Have you read Robert Monroe's books about out-of-body travel? If enthusiasts are engaged in such practices, then why shouldn't the military also engage in out-of-body travel?
As for travel to any point in the material universe or to other dimensions, in my opinion, one must know the place to which the traveler is going.
